The back plate sits against the wall over the recessed outlet, and the hinged cover goes over the cord plug. The cover is made for a 2-gang box and has different adapter plates included for use with various types of receptacles. However, the interior of the hinged cover won't clear plugs or power supplies more than 2" deep. The cover is not insulated and has openings for an electrical cord, so it is not an effective solution to protect against low temperatures.
